10.45 Risk and Control Aspects of Partnering and Strategic Alliances – Ron Mendes, Director of Social Housing Services at PKF (UK) LLP
Ron is well-known to members of HIAF from his long-standing connection with our group. He was a senior regulator at Housing Corporation headquarters in the first half of the 1990’s and was responsible for revising financial regulations after the 1988 Housing Act. He has national recognition for his experience and expertise in RSL corporate governance, strategic and business planning, treasury management and internal audit. Ron is a board member of Hexagon Housing Association, a key member of the L7 group of RSLs in London. He is also a specialist in LSVTs and ALMOs.
11.25 Partnering, People, Performance - Bertien Kamping, Associate, Empathy
Bertien has assisted many housing associations across the UK in changing their cultures, and has helped them to become more people and performance focused by breaking through the silo-mentality and adopting a partnership approach internally as well as externally. She will facilitate an inter-active session that should help us to work more effectively with our colleagues in the work-place.

Prior to joining the Vinden Partnership, Paul was Development Director for Metropolitan Housing Partnerships in the Midlands. He will draw on his own experiences to tell us what internal auditors should look out for in development partnering.

1.45 Partnering Contracts and Framework Agreements – Steve Ovenden, Senior Associate, Pinsent Masons
Steve will look very briefly at the range of partnering type contracts which are out there in the market with some hints and tips along the way. The JCT published a framework contract very recently aimed specifically at bodies that need to contract within the EU procurement rules, and he will also introduce us to this new development.
2.25 The Challenges of Partnering a 21st Century Repairs Service – Keith Simpson, Consultancy Director, Just Housing
Keith has spent forty years in the field of repairs and maintenance before leaving London Borough of Islington as Assistant Director of Technical and Environmental Services in 1996, to create his own consultancy. During his time at Islington, he managed the whole of the council’s blue collar services consisting of 1,400 manual and 200 managerial/administrative staff,
In 2004, Keith was invited by both the Housing Corporation and National Housing Federation to write the book ‘Best Practice in Maintenance’ which has become one of the most successful publications produced by the National Housing Federation in many years. Three years ago, with a colleague, he founded Just Housing, which has become a very successful membership organisation with an innovative consultancy of which Keith is Director.
He is a frequent speaker at IMBM conferences and has spoken at both the National Housing Federation and the National Housing Maintenance Forum Annual Conferences.
