Ministerial Address and Counter-fraud Seminar (Defence Against the Dark Arts)

The day provides an opening session by Iain Wright MP, followed by a counter-fraud seminar covering cybercrime, fraudster psychology, fraud investigation, prevention and asset recovery.  The seminar is kindly being hosted in Central London by Pat Davies at Genesis Housing Group (Capital House, 25 Chapel Street, London, NW1 5DT). The nearest tube station is Edgware Road.  Attendance is free for one person from small HAs and up to three people from other member organisations.

10.45    “The Housing and Regeneration Bill" – Iain Wright MP, Under Secretary of State, Communities and Local Government
 
Iain has been responsible for steering the Bill through its Committee stages, and can tell us first hand the implications in the Bill and government policy for social housing.  There should be important messages here to take back to our organisations, whether we are internal auditors, external providers or board members.

Iain entered Parliament after being elected in a by-election in September 2004. Since entering Parliament he has been a member of the Public Accounts and Modernisation Standing Committees (2007), and PPS to a health minister (2005-06).

He is a chartered accountant and prior to being elected MP for Hartlepool, he worked as an accountant at OneNorthEast (a regional development agency) (2003-04), and at Deloitte & Touche (1996-2003). Iain studied History at University College London (BA 1994, MA 1995).

Iain has been married to his wife Tiffiny since 1995. They have 3 sons and 1 daughter.

He enjoys spending time with his family, history, listening to music, and watching football in his spare time. He is an avid supporter and season ticket holder of his local football team, Hartlepool United.

11.20   “Computing ‘Environment:  It’s more than Binary Code – It’s About Criminals!!” - Edward P. Gibson, Chief Security Advisor, Microsoft Ltd, UK
   
Ed’s primary role is to serve as the senior advisor to Microsoft’s customers, partners, government elites, and the public on how to best respond to the current security environment - from internal leakage of intellectual property to best practices for online cyber security - and how to improve their security through Microsoft's solutions and services.

As Microsoft's Trustworthy Computing (TWC) initiative continues, one of the key skills he brings to Microsoft is his ability to forge and maintain strategic alliances across public and private sector organisations in an international environment. He is the link between Microsoft and industry specialists, law enforcement, government and academia, facilitating the sharing of security knowledge between these groups.

Ed’s experience and knowledge was gained through a 20-year career as a Special Agent with the Federal Bureau of Investigation (FBI).  During this period, he was a recognized expert in investigating international money laundering & fraud schemes, economic espionage, and intellectual property theft.  From early 2000 - June 2005, he was assigned to the American Embassy in London where he served as the FBI's Assistant Legal Attaché in the UK and Ireland.  During this period he was responsible for all FBI hi-tech, Internet extortion, blackmail, cyber terrorism, intellectual property theft, crimes against children, and infrastructure protection investigations.  His focus on how criminals exploit the internet and his investigative abilities have made him an ideal figurehead for Microsoft's efforts in secure computing.

Before his appointment to the FBI, Ed served for five years as an in-house lawyer for a multi-national corporation based in the USA.  He is a qualified Solicitor in England and Wales, has completed a 2-year computing program at Oxford University, serves on several technology association steering committees and advisory boards, and is a Fellow of the British Computer Society.

Since taking on his role with Microsoft UK, he has lectured widely on cyber-threats, internet crime, social networks, and e-business. He is a sought after speaker given his ability to bring security to life and make it personal.

12.15    “Fraud Prevention and Asset Recovery – Top 10 Tips” – Philip Barden, Partner, Devonshires Solicitors

Philip is head of the Litigation and Dispute Resolution Department. He is a leading litigation lawyer who has acted in many high profile cases achieving success for his clients and at times making new law in the process. He and his team specialise in domestic (High and county courts) and international litigation - in particular commercial, fraud and asset recovery including a number of domestic and international high profile white collar crimes. His general commercial work includes contractual disputes, negligence claims, insolvency and employment disputes. His clients range from individuals, corporations and banks to Registered Social Landlords and governments.

Philip regularly presents to clients on a variety of litigation issues ranging from Beating Fraud to I Fought The Law And The Law Won and Funding, Insurance and the Trial Process. He also frequently contributes to the print media and was the co-author of The Housing Corporation publication Responding to Allegations.

13.50   “Keeping the Fraud Investigator within the Law” – Jane Smith, Fraud consultant and trainer.

Jane is a former Metropolitan Police Fraud Squad Detective Inspector.   She has investigated and prosecuted complex fraud and related cases from local to international level.   After leaving the Met.  she was an Enforcement Manager in an inner London Borough.   She was so astounded at the extent of fraudulent and criminal activity within and against the borough she set up a training company specifically to train non-police criminal investigators in the private and public sector. She has trained 1,000’s of national and local government officers, including police, and criminal investigators in the private sector throughout the UK.  The feed-back from the majority of students is ‘Why didn’t my bosses tell me how to conduct a criminal investigation according to the legal processes?’

Training includes reading and understanding the legislation, practical and transfer of skills in the work place or crime scene, creating a case file for the prosecutor, giving evidence at a court and the correct closure of a case file.

Jane’s most challenging case involved the FBI, the CIA, the majority of international air-lines’ security officers and, of course, the New York Mafia!   A successful outcome was eventually obtained at The Old Bailey in London.

14.30    “Psychological Pathways to Fraud” –  Professor David Canter, International Centre for Investigative Psychology, The University of Liverpool

Professor David Canter is eminently qualified and an expert in investigative psychology, offender psychological profiling and geographical profiling.  He was the first person in the United Kingdom to provide offender profiles to the police and has contributed to over 150 investigations.

David established the Centre for Investigative Psychology at the University of Liverpool which provides a scientific basis for developing our understanding of criminal behaviour in ways that are relevant to criminal and civil investigations.

Recent research subjects have included ‘Emotions and Narrative Roles as Explanations of Crime’, ‘The Multivariate Structure of Crime’, and ‘Mathematical Models of Offender Location Choice’.
