10.30am: Chris Down - Overcharging by Contractors; a Fraud Case Study
Chris has seven years' experience as an internal auditor in housing and works for Merlin Housing as the Business Assurance Manager. Merlin was formed to receive the housing stock of South Gloucestershire Council via a large scale voluntary transfer in 2007. Chris will describe a major fraud investigation at Merlin which involved overcharging by contractors involved in carrying out void works and repairs to housing stock carried out following fires and other accidents.

11.40am: Adam Finch - Fraud in the housing sector?
Adam advises clients in relation to a wide variety of frauds, and regularly undertakes complex fraud work on behalf of clients. Adam and his team obtain evidence and conduct investigations, obtaining emergency injunctive relief to protect and preserve assets and working alongside the requisite regulatory bodies, in particular the TSA. They also help their clients to prevent fraud happening. Adam has considerable experience adviing housing associations regarding fraudulent activities perpetrated by employees and external contractors. Adam will also provide an overview of fraud trends in housing.

1.30pm: Andrew Walsh - The use of CAATS in fraud detection and investigation
Andrew is the Marketing Executive for AuditWare, the exclusive distributors of IDEA and CaseWare Monitor software to the UK & Ireland. AuditWare has provided technology solutions and services to internal and external auditors, fraud investigators, risk managers and other similar professionals for over 20 years. Andrew will give a demonstration of tests which can be performed to highlight indicators of fraud to see the practical applications and benefits of computer assisted audit techniques. IDEA is just one of a number of tools which can be used for these purposes.

2.30pm: David Foley and Gary Coleman - The Bribery Act, how is it affecting the social housing sector?
David is an experienced counter fraud specialist and accredited financial investigator, having worked within a number of organisations, across private, public and corporate sector. David is responsible for delivery of counter fraud work across RSM Tenon's client base, both within the UK and globally. David was nominated as Vice Chair of the executive committee for the Institute of Counter Fraud Specialists in May 2011.
Gary held a number of senior management positions in retail before he became a solicitor. He now works as a commercial litigator with Bevan Brittan llp and specialises in contentious matters including breach of contract claims and corporate and shareholder disputes. Gary has advised a range of businesses from television companies to aeronautical companies to housing associations on the effects of the Bribery Act 2010.
David and Gary will look at the impact of the Bribery Act 2010 which came into effect in 2011.
